The timetable for bringing a car from Slovakia involves two separate time limits: an originality-check expert report that normally must be no more than 15 days old, and V export plates issued on request for up to 30 days. The first concerns the age of the document; the second concerns temporary road-use arrangements. They cannot be treated as a single period for driving the car. Before paying a deposit, agree who will handle the export procedure, when the car will be inspected and how it will reach Estonia. Slovak Road Traffic Act, § 119
This guide covers a private individual living in Estonia buying a used M1 passenger car with up to seven seats. The amounts and legal conditions are stated as at 4 October 2026.
Time the expert report around the export procedure
The Slovak kontrola originality checks a vehicle’s identity and originality. It does not establish customs origin or provide a thorough pre-purchase assessment of the car’s technical condition. The expert report required for the usual export procedure must be no more than 15 days old. This does not mean that the check takes 15 days or that the car must be registered in Estonia within that period. Slovak Road Traffic Act, §§ 116 and 119
Exceptions to the expert report requirement include cases where the vehicle’s holder does not change, or where no more than 60 days have passed since first registration. In an ordinary purchase, do not automatically assume that the exception for a procedure without a change of holder applies to you. Ask the seller to explain the basis on which this particular export will be processed. Expert report requirement and exceptions
In practice, obtain a condition assessment to support your purchase decision first, then coordinate the dates for the export procedure and collection. If the seller already has an expert report, ask for its date before buying travel tickets. That way, you will not build your timetable around a document that may be too old by the time of the planned procedure.

Check who will actually hand over the car and documents
Before making a binding commitment, ask for the VIN, copies of the registration certificate and the seller’s details. Compare the VIN on the documents with the one on the car. Establish whether the seller is the owner or what authority they have to act. If ownership has changed several times, the documents must show the chain of ownership transfers. The name of the person who posted the advert does not establish this on its own. Estonian Transport Administration’s buying advice Proving ownership for registration
Ask to see maintenance and repair records and have any conflicting dates or mileage readings explained. Compare the seller’s description with the inspection findings. Ask for the repair areas mentioned in the documents to be examined, and seek an explanation if the records conflict with the car’s visible condition. The absence of a history record does not confirm that there has been no damage. A valid roadworthiness inspection, a history check and an independent pre-purchase inspection answer different questions. Why a thorough check before buying matters
Ask for the specific VIN, agreed price and documents to be handed over to be recorded in the contract or invoice. If the seller will not allow you to verify the identity or their right to sell, hold off on payment until the discrepancy is resolved.
Before paying a deposit, also agree in writing the conditions for its return if the inspection finds a significant defect or a document needed for export cannot be obtained. Do not assume that a verbal promise will resolve a later dispute. Send the seller one clear list of the evidence still missing and ask for a response to each point; this will make your next decision clearer.

Understand what the originality check does not tell you about the purchase
During the pre-purchase inspection, ask for an assessment of body repairs, visible signs of corrosion, leaks, tyres, brakes, the operation of the running gear and diagnostic fault messages. Where possible, have the cold start and test drive observed. These are suggested areas to focus on; the actual scope of the inspection depends on the car and access to it. Ask for the report to distinguish between parts that were checked and areas that could not be assessed. Before booking, read what we check. The need for a thorough inspection
Slovakia is among CarAudit’s publicly listed service countries. The standard inspection costs EUR 289 including VAT and the technician’s travel, and covers up to 270 inspection points. The report is ready within 48 hours after the inspection, excluding weekends and public holidays. This is not a promise that the inspection will take place within 48 hours of booking. CarAudit’s public offer
The battery inspection add-on costs EUR 179, but compatibility with the specific car must be confirmed. Also agree the location, the seller’s permission for access and the inspection time. The service does not include vehicle transport, customs clearance or registration, and does not guarantee the car’s future condition. You can find details in the frequently asked questions; if the inspection arrangements are unclear, get in touch. Service terms and scope
Do not equate ‘not inspected’ with being in good condition. If the underbody cannot be examined or the test drive does not take place, ask how the missing assessment affects your purchase decision. Arrange an additional inspection if necessary, or abandon the purchase; a missing result is not a positive result.

Choose how to bring the car over before applying for V plates
The Slovak export procedure requires the relevant registration documents, proof of identity and evidence of authority to act. V export plates issued on request are valid for no more than 30 days. An unroadworthy car cannot be issued with these export plates for lawful road use. Slovak export procedure
Two metal V plates cost EUR 50 per plate, or EUR 100 in total. The fee includes the documents associated with this procedure: do not add separate EUR 9 document fees again to the same calculation. The originality check and insurance require separate quotations. You cannot budget for an automatic online-service discount. Slovak fee schedule, item 76
If you drive the car yourself, check before departure that the documents are valid and insurance covers the entire planned route. For a transport service, ask for a written price, loading conditions and the scope of liability. Compare the transporter’s quote with the full cost of driving the car yourself. These are alternatives: the same journey’s budget should not include both the full transport service and the full cost of driving it yourself.

Keep the originals for registration in Estonia
For Estonia, collect the purchase document and, where necessary, the full chain of ownership, the used car’s original registration certificate with both parts if it is a two-part certificate, and proof of identity, plus evidence of authority to act if using a representative. Copies can be checked before buying, but they do not replace the required originals. Before the car is handed over, ask exactly which documents you will receive from the Slovak procedure. Estonian Transport Administration’s registration requirements
A certificate of conformity, or CoC, is required for a new car; it is not a mandatory document for every used car without exception. Check with the Estonian Transport Administration how to substantiate the technical data and type approval for the specific VIN, particularly if there are gaps in the documents. A missing CoC does not mean you must automatically rule out a used car, but you should not ignore unresolved technical data. Documents supporting registration
The car must pass the pre-registration conformity inspection. A vehicle used on the road must be registered within five working days of being put into use in Estonia. This deadline does not give you the right to drive without valid registration or insurance. Plan the document checks and necessary procedures before bringing the car over. Registration procedure and deadline
Calculate the vehicle-based registration fee and annual tax separately
The vehicle-based registration fee payable before first registration in Estonia and the annual vehicle tax administered by the Tax and Customs Board are separate obligations; both have applied since 1 January 2025. For an ordinary M1 car, the registration fee includes a EUR 150 base component, CO₂ and maximum permitted mass components, and an age adjustment. The age coefficient does not reduce the base component. Maximum permitted mass is not kerb mass: use the correct registration figure in the calculation. Distinguishing the taxes Calculating the vehicle-based registration fee
For an ordinary M1 car with WLTP data that is not fully electric, CO₂ is charged in progressive bands: 1–117 g/km at EUR 5, 118–150 at EUR 10, 151–200 at EUR 30 and from 201 at EUR 50 per gram. The portion of maximum permitted mass above 2000 kg is charged at EUR 2 per kilogram, up to EUR 2000; the mass threshold for a plug-in hybrid is 2200 kg. For a five-year-old car, a coefficient of 0.48 applies to the components other than the base. The NEDC figure is multiplied by 1.21. Rates under the Traffic Act
A fully electric car has a EUR 150 base component and, where its maximum permitted mass exceeds 2400 kg, a charge of EUR 2 per kilogram above that threshold, with the mass component capped at EUR 2200. A special calculation applies if the CO₂ figure is missing. Enter the actual vehicle data into the official calculation, because a single figure in the advert does not determine the final amount. Calculations differ by vehicle type
An imported M1 car subject to the vehicle-based registration fee is not also charged the separate general EUR 150 administrative registration state fee. Standard number plates cost EUR 65. How the administrative state fee and vehicle-based registration fee interact
For an ordinary M1 car, the annual tax includes a EUR 50 base component, CO₂ and mass components, and an age adjustment where applicable; age does not reduce the base component. In the year of first registration, the tax is calculated proportionately from the day after registration to the end of the year. Calculating the annual tax A vehicle registered during the year

Distinguish a used car from one that is new for VAT purposes
Union goods moving from Slovakia to Estonia are normally not subject to customs duty. However, the country of purchase and the goods’ customs status are separate matters; for a car brought in from a third country, establish how it was previously cleared through customs. Buying a car within the EU Tax and Customs Board guidance
A car is used for VAT purposes only when more than six months have passed since first use and its mileage exceeds 6000 km. A car no more than six months old or with mileage of no more than 6000 km is new for VAT purposes. Exactly 6000 km does not exceed the threshold. A private buyer of a used car is not automatically charged Estonian VAT; check the VAT treatment on a dealer’s invoice. VAT rules for new and used cars
Where Estonian standard-rate VAT is payable, the rate is 24%, effective from 1 July 2025. For an EU car that is new for VAT purposes, the deadline for declaration and payment is ten calendar days after arrival in Estonia, but no later than registration. VAT rate Declaration and payment

Prepare your budget and evidence before paying a deposit
The budget below distinguishes known fees from inputs that require a VIN or a quotation. Do not turn an unknown amount into zero. Alongside the sale price, include quotations for work identified during the inspection and choose one way to bring the car over. Completing the checklist before making a non-refundable payment helps you identify which missing answer or document still stands in the way of the purchase. Does 15 days mean the period within which I must bring the car to Estonia?
No. It is the maximum age of the originality-check expert report normally required for the Slovak export procedure. It is neither the duration of the inspection nor the deadline for registration in Estonia. Compare the report’s date with the planned export procedure date; for the collection timetable, check the validity of the number plates and insurance separately. V export plates are issued on request for no more than 30 days. Slovak export rules

Can a car first registered no more than 60 days ago be brought over without an expert report?
Slovak rules provide an exception for a vehicle first registered no more than 60 days ago; another exception concerns a procedure without a change of holder. Ask the seller to confirm the basis for the specific procedure. The exception does not establish that the car is in sound technical condition or exempt it from other export requirements. Also check its VAT status: a car supplied within six months of first use is new for VAT purposes even with high mileage. Exceptions A car that is new for VAT purposes

Does the EUR 100 export plate fee also cover insurance?
No. Two metal V plates cost EUR 100 in total and, under the relevant fee item, the price includes the associated documents. The originality check and insurance require separate quotations. The usual EUR 9 document fees are not added again to the same procedure involving number plates. Ask the seller for an itemised quotation so you can see what their stated total includes. Slovak fee schedule

Can a car that needs repairs be driven to Estonia on V plates?
V plates do not provide an exemption from technical condition requirements. An unroadworthy car cannot be issued with export plates for lawful road use. If the pre-purchase inspection reveals a defect that prevents the car from being driven, arrange proper repairs or request a transport quote and clarify the export formalities separately. Do not treat the validity period as permission to drive a car whose condition does not allow it. Restriction on export plates

Does the Slovak originality check replace the CarAudit inspection and Estonia’s pre-registration inspection?
These inspections serve different purposes. Kontrola originality concerns identity and originality; a pre-purchase inspection helps you decide whether the car’s condition and price are suitable. The pre-registration conformity inspection required in Estonia is a separate registration procedure. Passing one inspection does not automatically mean that the others have been completed, nor does it guarantee the car’s future condition. Slovak requirement Registration in Estonia Buying advice

Is a one-year-old car with exactly 6000 km on the clock used for VAT purposes?
No. To qualify as used, the car must be more than six months old and its mileage must exceed 6000 km. Mileage exactly at the threshold means the car is new for VAT purposes even if the age requirement is met. Before buying, establish which VAT scheme will be used on the invoice; if Estonian VAT is due, account for the 24% rate and the deadline of ten calendar days after arrival, but no later than registration.
