Car-Pass provides a starting point for assessing a Belgian car’s recorded history, but you must check its physical condition separately.
Car-Pass provides a starting point for assessing a Belgian car’s recorded history, but you must check its physical condition separately. X number plates do not make a car of unknown condition a good purchase either: they concern the export arrangements. Start by deciding whether to buy, then plan the journey home. The official Car-Pass explanation and the Estonian Transport Administration’s buying advice address different layers of checks. This guide is for a private individual living in Estonia who is buying an ordinary M1 passenger car with up to seven seats.
First check that the car on site matches the documents
Before paying a deposit, ask for the VIN, copies of the registration certificate, the seller’s details and the basis of their authority to sell. Compare the VIN in the advert, in the documents and on the car itself. If the party to the contract differs from the person named on the certificate, ask for documents explaining the chain of ownership. A seller’s assurance that you will receive the paperwork later leaves an important question unresolved while the money is still in your hands. A thorough pre-purchase check must cover both the car’s background and its actual condition.
Give the inspector the questions on which your decision depends. Ask them to compare the mileage history with servicing records and signs of wear, and to examine evidence of body repairs, the underbody, leaks, brakes and running gear. Ask whether the car can be started from cold, test-driven and examined underneath; actual access must be agreed with the seller. If a necessary area cannot be assessed, treat it as an unresolved risk in your decision. Neither a clean history report nor a recent mandatory roadworthiness inspection replaces a pre-purchase assessment of condition. The Transport Administration’s guidance
Ask the seller to identify known defects and send invoices for rectifying them if work has been carried out. The inspector can then assess whether the claims match the visible condition. Do not ask only for a general “good or bad” verdict: distinguish work needed immediately, questions requiring further investigation and normal wear. You can then request a repair quote for specific jobs.

Car-Pass’s two-month limit concerns how recent the document is
When a used car registered in Belgium is sold to a private individual, a Car-Pass — the Belgian mileage and history document — generally has to be provided, and it must be no more than two months old. The requirement applies to both business and private sellers. Exceptions include a sale to a professional buyer and a car that has never been registered in Belgium. Simply saying “the car is for export” does not prove that your transaction as a private buyer qualifies for an exception. The Belgian economic authority’s explanation of Car-Pass
Read the document alongside the servicing and repair evidence supplied by the seller. Ask for explanations of conflicting dates, mileages or vehicle identity before making the final payment. If the seller says a Car-Pass is not required, ask them to identify the exception that applies to the transaction and provide supporting documents. Car-Pass helps describe the recorded history; it does not establish that the engine, body or battery is currently in good condition. Return to the physical inspection for those questions. X number plates require their own documents and insurance
If you want to drive the car yourself, look into the arrangements for Belgian X export plates before buying travel tickets. X plates are normally valid for 30 calendar days. The process requires original documents: even certified copies are insufficient. Confirm separately that insurance can be arranged. Ask the seller or organiser to put in writing which originals they will hand over, who will submit the application and the dates on which the registration and insurance will be valid. The official Belgian X-plate guide
The required roadworthiness inspection is a separate condition. For a used car more than four years old, you need the appropriate valid inspection evidence; if the inspection has expired, the car must undergo a check at an inspection station. The two-month validity of the form associated with this procedure does not extend the usual 30 days for X plates or give you permission to drive for two months in Estonia. Conditions for exporting a used car
For Estonia, keep the purchase invoice or contract, the originals proving the chain of ownership and the foreign registration certificate, including both parts if it was issued as a two-part document. You also need proof of identity and, where applicable, authority to act on someone else’s behalf. Documents for registration in Estonia

Choose between driving and a carrier before adding up the costs
The budget for driving the car yourself includes the manufacture and delivery of X plates, insurance, the required inspection and any intermediary’s fee. As at 4 October 2026, manufacture and delivery of a transit number plate costs 75 euros. This is not the price of the complete export package. Insurance, inspection and intermediary services require separate quotes. bpost’s number plate fee; X-plate conditions
For every country on your chosen route, check that the registration, number plates and insurance are suitable and valid for the entire journey. The validity period of a Belgian document alone does not confirm that the whole journey is permitted. If you cannot establish that the drive meets the requirements, or the inspection identifies a problem that prevents driving, choose a carrier. Request a quote based on the car’s VIN, collection and delivery locations and whether the car can move. Compare it with the total cost of driving home, including travelling to collect the car, fuel and overnight stays; do not add the two alternative transport options together.
Clarify in the carrier’s quote what the price includes, when the car will be collected and what insurance cover applies to the load. Agree the handover of keys and original documents with the seller. This avoids paperwork needed for registration remaining in Belgium when the car itself is already in Estonia.

Estonia’s registration deadline starts when the car is put into use
In Estonia, an imported vehicle must pass a pre-registration conformity inspection. A car used on the road must be registered within five working days of being put into use in Estonia. The starting point is not automatically the date it crosses the border or the carrier arrives. Those five working days do not give you permission to drive without valid registration or insurance. Plan the inspection and registration before the car arrives, taking account of the actual validity of its foreign documents. The Transport Administration’s registration guide
Do not make a certificate of conformity, or CoC, a universal prerequisite for buying any used car. It is required for a new car, but the same cannot be said of all used cars. Before buying, have the specific VIN checked to clarify whether the available type-approval and technical data are sufficient and what else needs to be submitted. A missing part of a registration certificate and a missing CoC are different problems: the former concerns a required original document, while the latter requires an assessment of the documentation needed for that particular car. Required documents
An advert’s “used” label does not determine VAT
Under VAT rules, a car is used only if more than six months have passed since it first entered use and its mileage exceeds 6,000 km. A car is new for VAT purposes if either condition is reversed: it is no more than six months old or has a mileage of no more than 6,000 km. Exactly 6,000 km also falls on the new-car side of the line. A low-mileage car several years old can therefore be new for tax purposes. The EU’s new and used car thresholds
An ordinary private purchase of an EU car that is used for VAT purposes does not automatically result in a further Estonian VAT bill. If the seller is a business, check the VAT treatment used on the invoice. If a car acquired from the EU is new for VAT purposes, declaration and payment must be arranged within ten calendar days of its arrival in Estonia, but no later than registration. Estonia’s standard rate is 24% where Estonian VAT is payable. EMTA’s guidance on buying abroad; Estonia’s VAT rate
Union goods moving from Belgium to Estonia do not normally attract customs duty. Being located in Belgium does not by itself prove Union-goods status: for a car previously brought in from outside the EU, check its earlier customs clearance. The country of purchase and the origin of the goods are separate questions. Tax rules for EU purchases; EMTA’s explanation of customs clearance
Ask for the date of first use and the mileage at the time of the transaction to be recorded in the purchase documents. Also keep the final invoice and an explanation of its tax treatment. Your budget will then be based on verifiable vehicle data rather than the word “used” in an advert.

150 euros and 50 euros are base amounts in different calculations
The vehicle-based registration fee payable before the first Estonian registration and the annual vehicle tax are separate payments. Both have applied since 1 January 2025. The registration fee for an ordinary M1 car includes a 150-euro base amount, plus CO₂ and maximum permitted mass components that depend on the car’s data. The age coefficient affects the components outside the base amount. Use maximum permitted mass, not kerb mass, and check how the CO₂ figure was measured. The calculation can differ for an electric car, a plug-in hybrid and a conventional combustion-engine car. Calculate the final amount using the technical data associated with the specific VIN. The distinction between the two payments; Current registration fee calculation rules
For an ordinary M1 car that is not fully electric, the WLTP CO₂ component is calculated progressively: grams 1–117 cost 5 euros per gram, 118–150 cost 10 euros per gram, 151–200 cost 30 euros per gram and each gram from the 201st onwards costs 50 euros. The NEDC figure is multiplied by 1.21 before calculation. The mass component is 2 euros for every kilogram of maximum permitted mass above 2,000 kg, capped at 2,000 euros; for a plug-in hybrid, the mass component starts above 2,200 kg. A five-year-old car’s age coefficient of 0.48 applies to the components outside the base amount, not to the 150 euros. For a fully electric car, the calculation comprises a 150-euro base amount and a mass component for maximum permitted mass above 2,400 kg: 2 euros per kilogram, with the mass component capped at 2,200 euros. Cars without a CO₂ figure and special categories require their own calculation rules. Component thresholds and age coefficients
In the ordinary imported M1-car scenario covered here, where the vehicle-based registration fee is paid, the separate general 150-euro administrative registration state fee is not added. Standard Estonian number plates cost 65 euros. The relationship between the state fee and the vehicle-based registration fee; The state fee for number plates
The annual tax has a base amount of 50 euros, to which the CO₂, mass and relevant age-adjustment rules apply; the base amount does not decrease with age. For a car registered in Estonia for the first time during the year, annual tax is calculated proportionately from the day after registration to the end of the year. The pre-purchase inspection result must change your decision
Belgium is among the countries where CarAudit supports inspections. According to the public offer on 4 October 2026, a standard pre-purchase inspection costs 289 euros including VAT and the technician’s travel, and covers up to 270 points. The report arrives within 48 hours after the inspection, excluding weekends and public holidays. This period does not start when you place the order. The battery inspection add-on costs 179 euros; whether it can be carried out depends on the vehicle’s compatibility. CarAudit’s public offer
Before ordering, confirm the VIN, exact location, seller’s willingness to cooperate, an appointment time and the access needed for the inspection. The service does not include vehicle transport, customs clearance or registration, and does not guarantee freedom from future faults. See what the inspection covers and the service FAQs. Service terms
After receiving the report, record whether you will buy at the offered price, request a revised offer because of documented defects, or walk away. To budget for repairs, ask a workshop for a quote for the work described. If the VIN, authority to sell or legality of the drive remains unresolved, do not replace missing evidence with a larger financial buffer. The checklist below helps you work through these decisions before the final payment.

Can a Belgian private seller sell me a car without a Car-Pass because I am taking it to Estonia?
The intention to export does not by itself establish an exception. When a used car registered in Belgium is sold to a private individual, both business and private sellers generally have to provide a Car-Pass no more than two months old. Exceptions include a professional buyer and a car that has never been registered in Belgium. Ask the seller for the reason that applies to the transaction and evidence supporting it before paying a deposit. Official Car-Pass conditions
Belgian federal economy: Car-Pass
The Car-Pass mileage looks plausible. Why do I still need a pre-purchase inspection?
The recorded mileage history does not answer whether the car currently has leaks, signs of repairs or defects affecting driving. Use the history to guide the physical inspection and ask for explanations of inconsistencies. A mandatory roadworthiness inspection has a different purpose from a thorough pre-purchase condition inspection. The purchase decision should be based on assessing this evidence together, not on the existence of a single document. Car-Pass; The Transport Administration’s advice

Will 75 euros get me X plates and everything needed to drive home?
No. As at 4 October 2026, 75 euros is the fee for manufacturing and delivering the transit number plate. Insurance, the required inspection and any intermediary services must be priced separately. Ask what each line of the quote includes and its validity date. Even a complete offer to handle the Belgian formalities does not remove the need to check the registration and insurance conditions for your entire chosen route. bpost’s fee; The X-plate guide

Does an inspection form valid for two months extend the time I can drive on X plates?
No. The two-month period for the inspection-related form concerns that document. X export plates are normally valid for 30 calendar days, and the validity of insurance must be confirmed separately. Estonia additionally requires registration within five working days of the car being put into use. None of these deadlines gives you the right to use the car without valid registration or insurance. What does a three-year-old car with exactly 6,000 km mean for tax?
It is a new car for VAT purposes, because mileage of up to 6,000 km also meets the new-car condition, regardless of the fact that it is more than six months old. Where Estonia’s standard VAT rate applies, the rate is 24%. First, the VIN, location, suitable appointment and the seller’s provision of access to the car must be confirmed. The public price for a standard inspection in Belgium is 289 euros including VAT and the technician’s travel; the battery inspection add-on for a compatible car is 179 euros.
