Importing a car from Czechia to Estonia: export documents and deadlines

When buying a car from Czechia, start by establishing who will handle the export and who holds the original documents.

When buying a car from Czechia, start by establishing who will handle the export and who holds the original documents. This agreement affects both the journey home and registration in Estonia. Next, link the inspection findings and cost estimate to the specific VIN. This guide is for a private individual living in Estonia who is buying a used M1 passenger car with up to seven seats. Prices and fees are given as at 4 October 2026; for variable amounts, you will need the car’s details or an individual quotation.

Agree on the export procedure before paying a reservation fee

Before paying a reservation fee, ask the seller who will handle the export-related registration procedure, where it will take place and when you will receive the documents. Under the official Czech guidance, the owner or a properly authorised representative acts in the procedure; the original documents and original number plates are important. If you are dealing with an intermediary, ask them to show their authority to sell the car and handle the paperwork on the owner’s behalf. Czech Ministry of Transport export guidance.

The administrative fee for the export procedure for a standard car with two number plates is 450 CZK, or 360 CZK through Portál dopravy. Portál dopravy is the Czech transport portal. These are alternatives: your budget should include the fee for the procedure you actually use. Ask for any separate service fee charged by the seller or intermediary to appear on its own line in the quotation. The authority sets the limited validity of the export registration, which can be no more than three months. Plan your journey around the actual expiry date shown on the document. Export fees and validity.

The guidance also describes an alternative in which the car is registered in another EU Member State, followed by notification between the authorities. The two-month deadline for this notification concerns communication between the authorities. It does not determine how long you may wait before registering the car in Estonia. Ask the seller about the outcome of the specific procedure: what registration status the car will have and which papers will be issued to you. A simple promise that the car is “ready for export” is not enough to plan your journey. Notification between authorities.

Match the documents to this specific car

Before you travel, ask the seller to send photographs of the registration certificate, VIN and documents proving their right to sell the car. Check that the VIN is the same on the car, certificate and draft contract or invoice. If the seller is not the owner named in the documents, ask for a clear chain of ownership or authorisation. It is worth including the price, payment terms, documents to be handed over and known faults in the written agreement. These recommendations help tie your payment to the car that has actually been checked. Estonian Transport Administration pre-purchase inspection advice.

For registration in Estonia, retain the original documents proving acquisition and the used car’s original registration certificate. If the certificate has two parts, keep both. You need an identity document and, if a representative is acting, proof of their authority as well. Photographs are useful for preliminary checks, but agree separately on the final handover of the documents. Record the handover of the originals in writing; if an important document is missing, arrange to obtain it before making the final payment. Estonian Transport Administration document requirements.

A certificate of conformity, or CoC, is required when registering a new vehicle, not unconditionally for every used car. If the technical details are incomplete or unclear, ask the Estonian Transport Administration before buying what confirmation you need for the specific VIN. This also helps avoid calculating tax using incorrect CO₂ or mass data. Do not fill in missing fields using an advert for a similar model. Get the inspection findings before making your final buying decision

Alongside checking the paperwork, commission an assessment of the car’s physical condition. Start the practical inspection with a VIN match, signs of previous damage and repairs, and whether the servicing evidence is consistent with visible wear. Where possible, ask for the cold start, fluid leaks, brakes, tyres and the behaviour of the running gear on a test drive to be assessed. Access to inspect the underside, use a lift and carry out diagnostics must be discussed with the seller. These are recommended areas for inspection; the access actually available determines what can be assessed on the specific car. History data, a roadworthiness inspection and a pre-purchase inspection provide different types of information. Estonian Transport Administration explanation.

Czechia is on CarAudit’s public list of inspection countries. A standard inspection costs 289 euros, including VAT and the technician’s travel costs, and covers up to 270 inspection points. The additional battery inspection costs 179 euros; before ordering, confirm the vehicle’s compatibility and the available scope of the inspection. You cannot assume that battery condition can be measured without restrictions on every car. The report is completed within 48 hours after the inspection, excluding weekends and public holidays. The appointment, location and the seller’s permission for access must be confirmed separately. CarAudit’s public offer.

Read about what the inspection covers and the service’s frequently asked questions. A pre-purchase inspection provides information about the car to inform your decision; transport, customs procedures and registration must be arranged separately. Even a thorough inspection does not guarantee fault-free use in future. Service description.

Choose how to bring the car home after checking its documents and condition

If you drive the car yourself, check before setting off that the export registration and insurance are valid throughout your planned route. An export registration valid for no more than three months is not a general licence to drive under any conditions. Ask for the actual period of validity to be confirmed and compare it with the handover and travel dates. If the registration or insurance cover remains unclear, do not set off. Czech export rules.

If you use a carrier, request a quotation based on the VIN and the exact collection and delivery locations. Include information on whether the car can be driven, agree on evidence of the handover and ask what insurance cover applies to the transport. With this option too, the agreement on the Czech registration procedure and receipt of the original documents must be clear. Export procedure.

Compare two complete quotations. For the option of driving it yourself, bring together travel, fuel, insurance and other route costs; for the carrier option, enter the agreed transport price. Choose the option that suits your purchase plan. If the inspection reveals a fault affecting driving safety, resolve it before driving the car away.

Different procedures in Estonia have different deadlines

In Estonia, an imported car must pass a pre-registration conformity inspection. A vehicle put into road use must be registered within five working days of being put into use in Estonia. Arrange the necessary procedures early: this deadline does not give you the right to drive without valid registration and insurance. The pre-purchase inspection carried out in Czechia supports the buying decision, while Estonia’s pre-registration inspection has a separate official purpose. Estonian Transport Administration registration guidance.

VAT has a separate time rule. A car is used only if more than six months have passed since first use and its mileage exceeds 6000 km. A car that is no more than six months old or has travelled no more than 6000 km is new for VAT purposes. Meeting either of these new-car conditions is enough. EU VAT thresholds.

If you acquire a car from within the EU that is new for VAT purposes, the required documents and declaration must be submitted and the tax paid within ten calendar days of arrival in Estonia, and no later than registration. Estonia’s standard rate has been 24% since 1 July 2025. An ordinary intra-EU purchase of a used car by a private individual does not automatically incur additional Estonian VAT; however, the tax treatment on a car dealer’s invoice must still be checked. Calculate the total cost without adding 150 euros twice

In your budget, distinguish the vehicle-based registration fee from the annual vehicle tax, both of which have applied since 1 January 2025. The registration fee must be paid before first registration in Estonia; the annual tax is administered by the Estonian Tax and Customs Board. Estonian Transport Administration tax explanation.

The registration fee for a standard M1 car includes a 150-euro base amount and CO₂ and maximum permitted mass components to which the relevant age coefficients apply. Maximum permitted mass means the greatest mass allowed, not kerb mass. In the WLTP calculation for a standard M1 car, other than a fully electric car, emissions grams in the 1–117 band cost 5 euros each, those in the 118–150 band cost 10 euros each, those in the 151–200 band cost 30 euros each, and each gram from the 201st costs 50 euros. The bands are applied progressively to the corresponding grams. Current Traffic Act.

For maximum permitted mass above 2000 kg, the additional charge is 2 euros per kilogram, with the mass component capped at 2000 euros; for a plug-in hybrid, this component starts above 2200 kg. The age coefficient for a five-year-old car is 0.48, applied to the components other than the base amount. The NEDC emissions figure is multiplied by 1.21. An electric car has a 150-euro base amount and, for maximum permitted mass above 2400 kg, a charge of 2 euros per kilogram, with the mass component capped at 2200 euros. A separate calculation is needed where the CO₂ figure is missing, for a motorhome or for a vehicle with more than seven seats. Therefore, use the data for the specific VIN and the official calculation. Registration fee calculation rules.

If the imported M1 car is subject to the vehicle-based registration fee, the separate general administrative state fee of 150 euros for registration is not charged. Standard number plates cost 65 euros. The 150-euro base amount within the vehicle-based registration fee appears in the calculation once. Administrative state fee exemption, number plate fee.

The annual vehicle tax for a standard M1 car has a 50-euro base amount, plus the relevant CO₂ and mass components. An age-related reduction applies in the cases provided for by law; it does not apply to the base amount. For first registration during the year, the tax is calculated proportionately for the remaining days, starting on the day after registration. Annual vehicle tax calculation, first-year rule.

There is generally no customs duty when Union goods move from Czechia to Estonia. If the car was previously brought in from outside the EU, check its previous customs clearance: the place of purchase alone does not prove its customs status. EU guidance, Estonian Tax and Customs Board explanation.

Base your payment decision on the evidence

Finalise your budget only once you have the seller’s price confirmation, the inspection findings, an agreement on the export procedure and your chosen transport quotation. If repairs are needed, ask for an estimate for rectifying the fault rather than relying on the seller’s general assurance that it will be cheap to fix. If the VIN does not match, there is a gap in the ownership chain or the originals are still only a promise, stop payment and resolve the discrepancy. Estonian Transport Administration advice.

To establish whether an inspection is available, contact CarAudit and send the VIN, the advert details, the car’s exact location and the seller’s contact details. This allows the car’s compatibility, access and a possible appointment to be confirmed before you order. CarAudit service.

Do you have to pay both 450 and 360 CZK for a Czech vehicle export?

These are alternative prices for the same export procedure described here, not two successive fees. For a standard passenger car with two number plates, the administrative fee is 450 CZK; through Portál dopravy, it is 360 CZK. Include the amount that corresponds to the procedure you will actually use in your budget. If the seller also charges their own administration fee, ask for it to be shown separately: the state fee does not establish the price of the intermediary’s work. Czech Ministry of Transport

Czech transport ministry: vehicle export

Does a three-month export registration let you postpone Estonian registration for three months?

No. The Czech authority sets the validity of the export registration, with a maximum of three months. An imported car put into road use in Estonia must be registered within five working days. The two-month deadline for notification between EU authorities concerns communication between the authorities. Check the expiry date on the export document and your Estonian registration obligation separately; neither replaces valid insurance. What must you agree with the seller if a carrier brings the car from Czechia?

Before booking transport, ask in writing who will handle the Czech registration procedure and which originals will accompany the car. For Estonia, retain the documents proving acquisition and the used car’s registration certificate, including both parts if they have been issued. If you use the Czech export registration procedure, the owner or a properly authorised representative must be involved, and the original number plates are required. Ask the seller to clarify how these will be submitted and handed over; booking a carrier alone does not explain the outcome of the registration procedure. Czech export guidance, Estonian document requirements.

Can you buy a used car from Czechia without a CoC?

For a used car, a CoC, or certificate of conformity, is not a universally mandatory document; it is required when registering a new vehicle. However, do not treat the absence of a CoC as automatic confirmation that the other paperwork will be sufficient. Before buying, send the specific car’s VIN and the available technical details to the Estonian Transport Administration and establish whether additional evidence of the data or type approval is needed. This allows you to resolve a potential obstacle while the seller and their documents are still accessible. Estonian Transport Administration guidance.

Transpordiamet: registration

Can low mileage make an older car from Czechia new for VAT purposes?

Yes. A car is also new for VAT purposes when its mileage is exactly 6000 km: to qualify as used, it must meet both the age and mileage conditions, over six months old and over 6000 km. The word “used” in an advert is therefore not enough. Where Estonian VAT is payable, the standard rate is 24%; the declaration and payment for an intra-EU acquisition of a new means of transport must be made within ten calendar days of arrival, and no later than registration. EU thresholds, Estonian Tax and Customs Board deadline, tax rate.

EMTA: buying a vehicle abroad EMTA: standard VAT rate Your Europe: VAT on buying and selling cars

Is a recent Czech roadworthiness inspection enough to justify paying a deposit on the car?

A recent roadworthiness inspection is one document, but for your buying decision it is worth separately comparing the VIN, servicing and repair evidence, and the car’s current condition. An independent pre-purchase inspection helps assess these issues but does not guarantee fault-free use in future. Czechia is one of CarAudit’s supported countries; before ordering, confirm the car’s location, the seller’s permission for access and the inspection appointment. The 48-hour deadline for the report runs from the inspection, excluding weekends and public holidays, not from the time you submit your order.
