Bringing a car from Austria to Estonia: costs, inspection and registration

Before buying a flight to Austria, consider two things side by side: when you can legally set off in the car, and how much money you will need through to registration in Estonia.

Before buying a flight to Austria, consider two things side by side: when you can legally set off in the car, and how much money you will need through to registration in Estonia. Austrian temporary transfer plates, known as Überstellungskennzeichen, are valid for 3–21 days; the specific period issued determines your driving schedule. The official EUR 248.60 amount includes a EUR 36 deposit, with the insurance premium charged separately. A later deposit refund does not reduce the money you need immediately. Austrian plate conditions.

This guide covers an M1 passenger car with up to seven seats for a private individual resident in Estonia. Fees and service terms are stated as at 4 October 2026.

Driving it yourself or using a carrier: compare the whole journey

Your plan for driving the car yourself must fit within the actual validity periods of the plates and insurance. Choose the period you need when the plates are issued, and check before paying that the plates are recognised and the insurance is valid in every country you will pass through. Austria’s maximum 21-day period does not itself confirm that the entire journey is permitted. Ask the insurer to confirm cover for your planned route and leave room in the schedule for delays. Official Austrian guidance.

The EUR 248.60 already includes the EUR 36 deposit, which must not be added a second time. To recover the deposit, the plates must be returned within one year. The initial outlay is still EUR 248.60 plus the separate insurance premium; after the deposit is refunded, the cost remaining from that amount is EUR 212.60, plus insurance. Fees and returns.

Compare this with a carrier’s written quote. If driving the car yourself, also allow for getting to Austria, fuel, road charges and any overnight accommodation. Ask the carrier about loading and unloading, which documents they need, and how the car’s condition will be recorded at handover. These are recommended arrangements that will help you compare quotes. If the car travels on a lorry, have the necessary procedures in the departure country confirmed; do not automatically add the plate package for driving it yourself to the transport price.

Check that the seller and car match before paying a deposit

Ask for the VIN, a copy of the registration certificate, the seller’s details and a draft contract or invoice. Compare the VIN in the advert, in the documents and on the car itself. If the seller is not the owner shown in the documents, ask for proof of their authority to sell and, where necessary, documents for earlier transactions. The chain of ownership must be clear before any money changes hands. Buying advice from the Estonian Transport Administration and Registration documents.

Ask for servicing and repair invoices, a description of any damage, evidence of mileage and details of the latest periodic roadworthiness inspection. Cross-check the dates and mileage readings. A recent roadworthiness inspection, a clean history report and the seller’s assurance answer different questions; none replaces an assessment of the car’s condition before purchase. Why check before buying.

It is advisable to agree in writing which inspection findings or missing documents will allow you to withdraw from the purchase and recover your deposit. If the seller avoids providing the VIN or allowing an independent inspection, hold off on a non-refundable payment until this is clarified. Do not treat a reservation as evidence of the car’s technical condition.

What a physical pre-purchase inspection should help you decide

The aim of the inspection is to inform your purchase decision and requests for quotes for any work needed. Ask for an assessment of signs of bodywork repairs and differences in paint thickness, the visible condition of the underbody, leaks, brakes, tyres and play in the running gear. A cold start, test drive and diagnostics may help investigate symptoms if the seller and conditions on site allow them. Ask for the report to identify separately what could be checked on site and what could not be assessed because of access restrictions. The need for a thorough inspection is also emphasised by the Estonian Transport Administration.

Austria is one of CarAudit’s supported inspection countries. The standard inspection costs EUR 289 including VAT and the technician’s travel, and covers up to 270 inspection points. The report is ready within 48 hours after the inspection, excluding weekends and public holidays. This period does not start when you place the order. CarAudit’s public offer.

Before ordering, confirm the VIN, the car’s exact location, the seller’s permission for access and a suitable appointment time. For an electric or plug-in hybrid car, ask whether the EUR 179 additional battery inspection is compatible with the specific vehicle and what results it can provide. Do not assume that access to a vehicle lift or an unrestricted battery state-of-health measurement will be available. Service and additional inspection. Also see what we check.

Request a repair quote for any defects found. The inspection report supports your decision but does not guarantee the car’s future condition; the pre-purchase inspection does not include transport, customs procedures or registration. Scope of the service.

Collect the original documents at handover

For registration in Estonia, keep the purchase contract or invoice and, where necessary, the complete chain of documents proving ownership. A used car requires the original registration certificate and both parts if the certificate has two parts. You also need identification and, if a representative is acting, authorisation. Photographs help you prepare for the purchase, but missing originals must be dealt with before bringing the car away. Document requirements from the Estonian Transport Administration.

A certificate of conformity, or CoC, is required for a new car; it is not automatically mandatory for every used car. Ask whether the documents available for the specific VIN are sufficient to establish the technical data and type approval. The registration certificate, CoC and other evidence serve different purposes. Registration requirements.

Before departure from Austria, have the procedures relating to the car’s registration status and the documents needed for your chosen transport method confirmed. If driving the car yourself, check the dates on the plates issued and the insurance for the same period. Austrian transfer plates. It is advisable to record the mileage, number of keys, agreed accessories and visible damage at handover, so that the contract matches what is actually handed over.

In Estonia, the five-working-day period starts when the vehicle is put into use

An imported vehicle used on the road in Estonia must pass the pre-registration conformity inspection and be registered within five working days of being put into use in Estonia. The period does not automatically start at the border crossing or on the date the carrier unloads the car. This rule does not permit driving without valid registration or insurance. Registration guidance from the Estonian Transport Administration.

Schedule the inspection and registration before the Austrian plates expire. If they or the insurance expire, Estonia’s five-day deadline does not provide extra days of driving. Establish how the car needs to be moved before setting off. Austrian validity period and Estonian registration rule.

A pre-purchase inspection in Austria helps assess the car you intend to buy; the Estonian pre-registration inspection serves the registration process. A successful pre-purchase inspection does not replace the official procedure. Keep the original documents separate and readily accessible for the inspection and registration. The registration fee and annual tax require separate calculations

The registration fee payable before first registration in Estonia and the Tax and Customs Board’s annual vehicle tax are separate obligations. Both have applied since 1 January 2025. Do not reduce them to a single “registration cost”, because the annual tax also affects the subsequent cost of ownership. How the taxes are divided.

The registration fee for an ordinary M1 passenger car comprises a EUR 150 base component plus components for CO₂ and maximum permitted mass. The age coefficient reduces the components other than the base: for a five-year-old car, the coefficient is 0.48. Under the WLTP calculation for an ordinary M1 passenger car that is not fully electric, the first 117 grams of CO₂ cost EUR 5 each, grams 118–150 cost EUR 10 each, grams 151–200 cost EUR 30 each, and each gram from the 201st onwards costs EUR 50. The bands are applied progressively, rather than applying the highest rate to the entire figure. Calculation rules in the Traffic Act.

Maximum permitted mass above 2,000 kg is charged at EUR 2 per kilogram, with the mass component capped at EUR 2,000; the mass threshold for a plug-in hybrid is 2,200 kg. The NEDC CO₂ figure is multiplied by 1.21. A fully electric car has a EUR 150 base component, with maximum permitted mass above 2,400 kg charged at EUR 2 per kilogram and the mass component capped at EUR 2,200. Separate rules apply where the CO₂ figure is missing and for special vehicles. Maximum permitted mass does not mean kerb mass. Use the specific car’s data and the Estonian Transport Administration’s official calculation. Basis of the registration fee.

In this standard M1 scenario, the separate general EUR 150 administrative state fee for registration is not added to the vehicle-based registration fee. Standard plates cost EUR 65. How the fees interact. The annual tax has its own EUR 50 base component, CO₂ and mass components, and the applicable age adjustment; the base does not decrease with age. Calculating annual tax. VAT depends on two thresholds; customs duty depends on Union goods status

For VAT purposes, a car is used only if more than six months have passed since first use and its mileage is over 6,000 km. If it is supplied within six months of first use or its mileage is no more than 6,000 km, the car is new for VAT purposes. Exactly six months or exactly 6,000 km falls on the new-car side of the thresholds. For example, a two-year-old car that has covered 6,000 km does not meet both conditions for a used car. EU VAT thresholds.

Buying a used car from Austria as a private individual does not automatically create an additional Estonian VAT charge. When buying from a dealer, check the invoice to establish which VAT treatment applies. Where standard-rate VAT is payable in Estonia, the rate is 24%. A car acquired from the EU that is new for VAT purposes must be declared and the VAT paid within ten calendar days of arrival in Estonia, and no later than registration. EMTA’s buying guide and VAT rate.

Union goods moving from Austria to Estonia generally incur no customs duty. An Austrian sales location alone does not prove that a car previously brought in from outside the EU has been cleared through customs; ask for evidence of this where necessary. Taxes on EU purchases and EMTA guidance.

Complete the budget before committing to the purchase

Choose one transport method in the budget below. Keep the money needed immediately, the refundable deposit and the subsequent annual tax separate. Fill in the variable-cost fields using the invoice, insurance or transport quote, and the tax data for the specific car. For repairs, use a quote obtained after the inspection; an arbitrary contingency amount does not tell you whether this particular car is worth buying.

A reason to stop in the checklist means that the missing evidence must be resolved before the relevant step. Can I definitely drive for 21 days on Austrian plates?

You cannot assume this in advance: temporary plates are issued for 3–21 days, and the dates shown on the document determine the period available to you. The insurance must cover the period needed. Before leaving Austria, also check recognition of the plates and insurance cover in every country you will pass through. The entire route must be permitted; the Austrian validity period alone is not enough. Official Austrian guidance.

Is the EUR 36 deposit added to the EUR 248.60?

No. The deposit is included in the EUR 248.60, and the plates must be returned within one year to recover it. Initially, allow for the full EUR 248.60 plus the separate insurance premium. If the deposit is refunded, the final cost of the plate package is EUR 212.60; this figure excludes insurance and any costs associated with returning the plates. Fees and the deposit condition.

Do I also need to buy Austrian temporary plates if I use a carrier?

Do not automatically include the plate package for driving the car yourself in the carrier budget. Ask the carrier and seller which procedures are needed for their handover arrangements and which costs the quote includes. The EUR 248.60 temporary-plate fee and insurance for the validity period relate to that particular plate arrangement; they are not a fixed export cost common to every possible transport method. Is the Austrian seller’s recent roadworthiness inspection enough for a purchase decision?

The inspection is useful evidence, but it does not replace separate checks of ownership, history and condition at the time of purchase. For example, ask for more detail about visible signs of repairs, leaks and the condition of the tyres, and obtain a quote to address any defects. Ask the inspector what could be assessed on site and what needs further investigation. If the seller will not allow an independent inspection, resolve this before making a non-refundable payment. When will I receive the report from a CarAudit inspection in Austria?

According to the public offer, within 48 hours after the inspection, excluding weekends and public holidays. This does not specify the time between ordering and the inspection. Austria is a supported country, but you must first confirm the specific VIN, location, access to the car provided by the seller, and inspection time. Do not base the start of your return journey solely on when you send the order. The EUR 289 standard inspection includes VAT and the technician’s travel. CarAudit’s offer.

Is a ten-month-old Austrian car with 6,000 km on the clock used for tax purposes?

No. Exactly 6,000 km still meets the condition for a car to be new for VAT purposes; a used car must be both more than six months old and have covered more than 6,000 km. EU thresholds. Where tax is due in Estonia, the standard rate is 24%. The deadline for declaring a new car from the EU and paying the VAT is ten calendar days from arrival and no later than registration. Do I still have five working days in Estonia after the Austrian plates expire?

No. Estonia’s five-working-day rule starts when the vehicle is put into use in Estonia and does not extend the validity of foreign plates or insurance. It does not permit driving without valid registration or insurance. Plan the pre-registration inspection and registration around the actual transport timing; if validity ends earlier, establish a suitable transport solution before moving the car.
