Bringing a car from Poland to Estonia: from history checks to registration

If you have found a car in Poland, you can make the first check before buying your travel ticket.

If you have found a car in Poland, you can make the first check before buying your travel ticket. Ask the seller for the registration number, VIN and date of first registration, then use the free Historia Pojazdu service. The history available there helps you refine your questions, but does not establish the car’s current condition or the seller’s right to sell it to you. Poland’s official vehicle history check; Estonian Transport Administration buying advice.

The next step is to connect the car, seller and documents. You can then decide whether to arrange a pre-purchase inspection, which tax treatment applies to the transaction, and whether to bring the car to Estonia with a transport company or drive it yourself. This guide covers a purchase by a private individual resident in Estonia of an ordinary M1 passenger car with up to seven seats. The fees and service terms below are as at 4 October 2026.

What does the free history check tell you, and which questions remain?

For a Historia Pojazdu search, you must enter the registration number, VIN and date of first registration. The service may contain registration details, roadworthiness inspection and insurance information, and some foreign history records. Check whether its description matches the advert and the registration certificate the seller has sent you. Historia Pojazdu information and use.

The absence of an entry does not prove that there has been no damage. Nor does a recorded roadworthiness inspection establish that a thorough pre-purchase inspection has taken place. If the advertised mileage, documents and history do not agree, send the seller specific questions and ask for evidence to support the explanation. A service invoice or repair document is more useful for your decision than repeated assurances that everything is fine with the car. History records, roadworthiness inspections and independent pre-purchase inspections answer different questions. Scope of history information; Thorough pre-purchase inspection.

Establish the seller’s connection to the specific car before paying a deposit

Compare the VIN on the car, registration certificate and purchase document. Ask who will be named as the seller in the contract and which document proves their right to sell the car. If you are dealing with an intermediary, ask for authorisation or documents explaining the transfer of ownership. The chain of ownership must be demonstrable for registration in Estonia; do not accept a promise to supply a missing link later. Documents needed for registration; Checking the seller and vehicle.

Ask for the on-site inspection to cover a cold start, fluid leaks, signs of body repairs, underbody condition, running gear, brakes and abnormalities during a test drive. Ask for the findings to be compared with service and repair evidence. An entry in the history report helps identify what deserves attention during the on-site inspection. Parts without any history entries must also be assessed. If the seller does not allow part of the inspection, ask what was left unassessed and how this affects the purchase decision. Recommendation for a thorough inspection.

Poland is among the countries CarAudit serves. The standard inspection costs EUR 289, including VAT and the technician’s travel, and covers up to 270 checkpoints. The additional battery inspection costs EUR 179; vehicle compatibility, location, appointment and the seller’s permission for access must be confirmed before ordering. Not every car supports an unrestricted battery state-of-health test, and access to a lift cannot be assumed. Read what we inspect and the service terms.

PCC: calculate the tax according to the transaction, not the buyer’s residence

For a taxable sale of a car located in Poland, the buyer pays PCC tax at 2% of the car’s market value on the date the contract is concluded. This often applies when buying from a private individual, where neither a VAT-related exclusion nor another exemption applies to the transaction. Residence in Estonia alone does not remove the liability. The tax base is not automatically the price written in the contract: the car’s model, age, condition and wear also matter when assessing market value. Scope of PCC; 2% tax rate; tax authority’s archived car-buying guide.

Establish the VAT treatment of the specific sale before agreeing the price. A transaction subject to VAT, or exempt from VAT under the relevant conditions, may fall outside the scope of PCC; simply describing the seller as a business does not explain the treatment of your transaction. The sale of movable property is exempt from PCC if its tax base does not exceed PLN 1,000. The law also provides other exemptions, including for a passenger car purchased for personal use by a disabled person who meets the conditions. Check the actual requirements for the exemption. The transaction’s VAT treatment and PCC; PCC exemptions.

If PCC is due, submit the PCC-3 declaration and pay the tax within 14 days of concluding the taxable contract. Do not count the deadline from registration in Estonia. Enter 0.02 × the substantiated market value in PLN in your budget, and the specific due date on your task list. Current PCC-3 form; Archived declaration and payment guidance.

Arrange the documents and departure from Poland separately

Before making the final payment, review the purchase contract or invoice, the chain of ownership and the original registration certificate for the used car. If the certificate was issued in two parts, you need both. Check the buyer’s and seller’s details and the representative’s authorisation. A certificate of conformity, or CoC, is required when registering a new vehicle. It is not automatically compulsory for every used car, but you need to establish before purchase whether technical data and type approval must be substantiated for the specific VIN. Estonian registration requirements.

If you are driving the car yourself, establish which valid registration and insurance will cover the journey. Polish temporary export registration is valid for no more than 30 days. A buyer without a Polish address can also use the competent authority at the place of purchase or handover. Do not count on an automatic 14-day extension: it is not guaranteed extra time for your export journey. Polish registration and export procedure.

Temporary registration for an ordinary passenger car costs PLN 61: PLN 30 for the number plate, PLN 18.50 for the temporary permit and PLN 12.50 for legalisation. This does not include insurance or any intermediary fee or other optional additional service. Ask separately for the insurance terms and price for your journey, and plan the handover around the actual validity of the documents. Temporary registration fees.

If using a transport company, request a written quote from the car’s exact location to your destination, agree the handover and inclusion of the documents, and record its visible condition in photographs. Compare the transport company’s complete quote with the total cost of driving the car yourself. These are two alternative budgets; adding both transport costs together would distort the purchase comparison.

Buying in Poland does not by itself determine VAT or customs treatment

For VAT purposes, a car is used only if more than six months have passed since first use and its mileage exceeds 6,000 km. If either condition is not met, the car is treated as new: even exactly 6,000 km means a new vehicle. The word “used” in a Polish advert does not determine the tax treatment. A private purchase of a used car within the EU does not automatically trigger additional VAT in Estonia; check the tax scheme applied on a car dealer’s invoice. EU VAT rules for new and used cars.

If you are acquiring a car that is new for VAT purposes, you must declare and pay the VAT in Estonia within 10 calendar days of arrival, but no later than registration. Since 1 July 2025, Estonia’s standard rate has been 24%. There is normally no customs duty when Union goods move from Poland to Estonia. For a car previously brought in from outside the EU, check proof of customs clearance where necessary: being offered for sale in Poland does not establish this by itself. Keep Estonia’s vehicle-based registration fee, number plates and annual vehicle tax separate

An imported car must pass a pre-registration conformity inspection. A vehicle used on the road must be registered in Estonia within five working days of being put into use here. This deadline does not give permission to drive without valid registration or insurance. A pre-purchase inspection in Poland does not replace the Estonian pre-registration inspection. Registration with the Estonian Transport Administration; The purposes of the different inspections.

The vehicle-based registration fee and annual vehicle tax have applied since 1 January 2025. The vehicle-based registration fee is paid before the first registration in Estonia. Estonian Transport Administration overview. For an ordinary M1 passenger car, the calculation includes a EUR 150 base component plus CO₂ and maximum permitted mass components; the age coefficient does not reduce the base component. Maximum permitted mass is not kerb mass. For example, a five-year-old car has an age coefficient of 0.48 for the other components. Use the specific car’s official data and calculation, rather than the amount in another advert for the same model. Traffic Act rules on the vehicle-based registration fee.

For an ordinary M1 car other than a fully electric car, the WLTP CO₂ component is calculated progressively: grams 1–117 are charged at EUR 5, 118–150 at EUR 10, 151–200 at EUR 30, and from the 201st gram at EUR 50 per gram. For maximum permitted mass above 2,000 kg, EUR 2 is added per kg, with the mass component capped at EUR 2,000; for a plug-in hybrid, the mass component starts above 2,200 kg. The NEDC figure is multiplied by 1.21. An electric car has a EUR 150 base, with maximum permitted mass above 2,400 kg charged at EUR 2 per kg and the mass component capped at EUR 2,200. Special rules apply where the CO₂ figure is missing and for special vehicles. Calculation components and special cases.

For an imported M1 car subject to the vehicle-based registration fee, the separate general EUR 150 administrative state fee for registration is not added. Do not count the base component of the vehicle-based registration fee twice. Standard number plates cost EUR 65. Relationship between the vehicle-based registration fee and administrative state fee; Number plate fee.

The annual vehicle tax remains separate. For an ordinary M1 car, CO₂ and mass components are added to the EUR 50 base, with an age coefficient applied to those components where applicable; the base does not decrease with age. In the first year of registration, the tax is calculated in proportion to the remaining days, starting on the day after registration. Annual vehicle tax calculation; First-year proportion.

Assess the purchase after allowing for all additional costs

Complete the budget before making a non-refundable commitment. Enter the purchase price, substantiated market value for PCC, your chosen transport quote and the Estonian charges calculated from the car’s data. Keep PLN and euro amounts separate until you apply the exchange rate obtained for the transaction. Request a repair quote for the work identified during the inspection, so that your price comparison does not rely solely on the advert.

Pause the purchase if the right to sell, VIN or continuity of the documents remains unexplained. Where part of the inspection cannot be carried out, decide only once you know what could not be assessed. If you want to arrange an inspection before travelling, send CarAudit an enquiry with the VIN, location and seller’s contact details. The service is a pre-purchase inspection, not a transport, customs or registration package or a guarantee of future condition. The decision before purchase; CarAudit service.

Is a clean Historia Pojazdu report a sufficient reason to pay a deposit?

No. The free search shows available information, not complete evidence of damage or condition. Ask the seller for the registration number, VIN and date of first registration, and compare the result with the original documents. Before making a non-refundable commitment, also check the right to sell and the car’s actual condition. The absence of a damage entry does not replace an on-site inspection. If I live in Estonia, must I pay PCC on a car bought from a private seller in Poland?

Living in Estonia does not in itself exempt you from PCC if the car is located in Poland. On a taxable sale, the buyer owes 2% of the market value on the contract date, and the deadline for PCC-3 and payment is 14 days from the contract. Before calculating the tax, check VAT-related exclusions and statutory exemptions; a tax base of up to PLN 1,000 is one ground for exemption. Does an invoice from a Polish car dealer always mean there is no PCC?

Check the VAT treatment of the transaction itself. The VAT-related exclusion from PCC depends on the specific transaction and applicable conditions; the seller’s status as a business alone does not provide the full answer. Ask for the invoice before paying, and establish the tax scheme used on it. When assessing Estonian VAT, you must also distinguish the normal scheme, the margin scheme and a car that is new for VAT purposes. Does PLN 61 buy everything needed for the return journey from Poland?

PLN 61 is the temporary registration fee for an ordinary passenger car, not the total price of insurance or transport. Temporary export registration is valid for up to 30 days, and an automatic 14-day export extension cannot be assumed. Request the insurance needed for the journey separately and confirm the document’s actual validity period. The car is seven months old and has covered exactly 6,000 km. Is VAT added in Estonia?

For VAT purposes, this is a new car, because the 6,000 km threshold is included in the definition of a new vehicle. A used car must be both more than six months old and have covered more than 6,000 km. When acquiring a new car within the EU, you must declare and pay 24% VAT in Estonia within 10 calendar days of arrival, but no later than registration. Thresholds; Declaration; Tax rate.

The Polish seller has no CoC. Should I stop the purchase immediately?

The absence of a CoC does not by itself mean that a used car cannot be registered: a certificate of conformity is not a universal requirement for all used cars. You still need the original registration certificate, both parts if issued, and proof of ownership. Before committing to the purchase, establish with the Estonian Transport Administration whether technical data or type approval must be substantiated for the specific VIN. Evidence needed for registration.
