Importing a car from Switzerland to Estonia: customs, inspection and the true total cost

For a buyer in Estonia, the price in a Swiss advert becomes meaningfully comparable only once you know where the car will clear customs and which costs will be added.

For a buyer in Estonia, the price in a Swiss advert becomes meaningfully comparable only once you know where the car will clear customs and which costs will be added. Before choosing the engine or equipment you want, decide on the customs procedure, obtain a transport quote and calculate the vehicle-based registration fee using the specific car’s details. Buying in Switzerland does not establish preferential origin or, by itself, provide an exemption from customs duty. This guide helps you distinguish the purchase price, customs value and import VAT, and decide which documents and inspection findings you need before paying a deposit. Swiss customs export guide The guide is for a private buyer resident in Estonia bringing in a used M1 passenger car with up to seven seats.

Decide where customs clearance will take place before signing the purchase contract

For this purchase, Switzerland falls outside duty-free movements of goods within the European Union. The car’s permanent export must be declared to Swiss customs; this export procedure does not replace EU import clearance. Before paying, ask who will organise both procedures and which supporting documents will be handed over to you. Swiss export requirements

Agree one clear route with the person arranging customs clearance: the car is released for free circulation when it enters the European Union, or it is moved under a proper transit procedure to a specifically named Estonian customs office, where the import is cleared. Switzerland participates in common transit. Transit allows tax liabilities to be deferred but does not remove them. An itinerary and a border crossing alone do not constitute a transit procedure. European Commission transit guide

If the car has been properly released for free circulation in another Member State, the tax procedure in that country must be assessed. Do not budget for Estonian import VAT again on the same import, or assume that Estonia’s rate applies to clearance abroad. Ask for evidence of clearance or discharge of the transit procedure and keep it for registration. Even if a car from Switzerland is already located in the European Union, ask for proof of its actual customs status; its location alone does not settle the question. Calculate customs value and the VAT base separately

If the import is cleared in Estonia, start with the customs value. When the transaction value method is used, the purchase price is taken together with the additions required by law, including the relevant transport costs up to the point of entry into the European Union. Transport costs incurred after entry are not automatically part of the customs value. Ask the carrier for a breakdown of costs so that the same invoice can be used correctly in the different calculations. EMTA explanation of customs value Taxable value of imports

Next, establish the actual customs duty based on the car’s tariff classification and any preferential origin. A seller located in Switzerland, a Swiss registration certificate or the country of manufacture stated in the advert does not replace valid proof of preferential origin. If you expect preferential treatment, have the suitability of the proof confirmed before export. Do not use one customs duty rate for every car in your budget. Proof of preferential origin and export from Switzerland Customs value and taxation

As at 4 October 2026, the rate of import VAT payable in Estonia is 24%. The taxable base includes the customs value, customs duty and other import taxes due, and commission, packing, transport and insurance costs to the first destination in Estonia that have not yet been included. Calculating “purchase price × 24%” is therefore insufficient. Transport or any other cost already included in the customs value must not be added a second time. EMTA import VAT base Current VAT rate

In practice, it is useful to keep two sets of figures. In the first, record whom you pay and what you pay for; in the second, identify which of those amounts form part of the customs value or VAT base. The taxable base is not an additional bill. This breakdown helps avoid both counting transport twice and making an apparently favourable comparison that leaves out taxes.

Connect the seller, VIN and ownership chain into a verifiable whole

Before paying a deposit, ask for the VIN, a copy of the registration certificate, the seller’s details, and maintenance and repair documents. Compare the VIN in the advert and documents with the identification markings on the car itself. If the person entering into the contract is not the owner named in the documents, ask for documents proving their right to sell and the transfers of ownership. A gap in the ownership chain is a reason to pause the decision, rather than hope a solution will be found during registration. Thorough pre-purchase inspection Documents required for registration

Before making a binding agreement, ask the seller to describe known damage, previous repairs and the documents to be handed over in writing. Compare the dates and mileages on maintenance invoices and ask for explanations of any inconsistencies. Mileage history, a valid roadworthiness inspection and an independent condition inspection serve different purposes; a clean history record does not guarantee that the car is in good condition. Estonian Transport Administration buying advice

Do not make a non-refundable payment until the documents, customs clearance plan and inspection findings are acceptable to you. If the seller demands a quick transfer before providing the VIN or allowing an inspection, hold back the money until you receive substantive answers.

Check the condition and arrange the inspection in Switzerland separately

Give the inspector a specific brief. Ask them to compare the paintwork and joints of the body panels, examine the underside and structural components, and check for fluid leaks, assess tyre wear and examine the brakes and running gear. Where possible, request a cold start, diagnostics and a test drive. Ask for a photograph of each significant defect and an explanation of whether it needs to be addressed before driving or repaired later. Why a pre-purchase inspection is needed

For an electric car or plug-in hybrid, clarify whether the battery’s condition can be checked, the method used and its limitations. Whether a battery state of health, or SoH, check is possible and how extensive it can be depend on the particular car’s compatibility. Also ask in advance about access to a vehicle lift and the possibility of a test drive; not every car or sales location allows every inspection procedure. CarAudit service description

Switzerland is not on CarAudit EE’s public list of supported countries. Therefore, ask about availability and request a separate quote, providing the VIN, the car’s exact location and the seller’s contact details. Ask for the scope and schedule of the inspection to be confirmed. The public price and report deadline for other countries cannot be applied to a Swiss booking. Also read what we inspect and the frequently asked questions. A pre-purchase inspection does not automatically include customs clearance, transport or registration, and does not guarantee the car’s future condition. CarAudit’s public offer

Collect the original documents before the car is handed over

For registration in Estonia, keep the original documents proving acquisition and the ownership chain, the used car’s original registration certificate, and both parts if it is a two-part certificate. You also need documents proving identity and authority to act, and proof of customs clearance for a car brought from outside the European Union. Before leaving, compare the VIN on the documents with the car’s VIN once more. Estonian Transport Administration registration requirements

When arranging permanent export from Switzerland, the car, its registration document even if cancelled, an identity document and the customs declaration are presented to the competent customs office. Obtain any proof of preferential origin before export. Ask the seller and the person arranging the formalities to confirm which originals will travel with the car and which supporting documents you will receive once the procedure is complete. Swiss customs vehicle export guide

A certificate of conformity, or CoC, is required for a new vehicle, but it cannot be declared an essential prerequisite for every used car. If the technical data or type approval raise questions, clarify the requirements for that VIN with the Estonian Transport Administration before buying. A seller’s promise to find a document later does not replace confirmation that you will obtain the necessary information. Documents and technical requirements

Compare driving it yourself and using a carrier to the same destination

If you drive the car yourself, export plates and insurance depend on the Swiss canton concerned. Ask for a specific price, validity period and confirmation that travel along your chosen route is permitted. In addition to the quote, allow for your own travel, fuel and any accommodation. Do not treat the cost of plates in another canton or an old advert as a fixed amount in your budget. Swiss export and transport conditions

Using a carrier is an alternative. Ask for a written quote from the car’s actual location to the agreed destination in Estonia, and request a breakdown of transport costs to the EU border and onwards. Also clarify the scope of insurance and who arranges customs clearance or transit. A car transporter does not replace the customs procedure. Compare the two complete options; do not automatically add the export plates, insurance and fuel for driving the car yourself to the carrier’s full price. Distinguish the inspection, registration fee and annual tax in Estonia

An imported car must undergo a pre-registration conformity inspection. A vehicle put into use on the road in Estonia must be registered within five working days of being put into use. This deadline does not give you the right to drive without valid registration or insurance. Plan the paperwork and inspection before you start driving the car in Estonia. Estonian Transport Administration registration guide

The vehicle-based registration fee payable before first registration in Estonia and EMTA’s annual vehicle tax are separate obligations. Both have applied since 1 January 2025. The registration fee for an ordinary M1 passenger car includes a EUR 150 base amount and components that depend on the vehicle’s details. Use the CO₂ figure together with its measurement method, the date of first registration and the maximum permitted mass; kerb mass cannot replace maximum permitted mass. The age coefficient does not reduce the base amount. Electric cars and plug-in hybrids have specific rules, so request an official calculation using the actual details. Registration fee and annual vehicle tax Calculation rules in the Traffic Act

An imported M1 car subject to the vehicle-based registration fee is not charged a separate general EUR 150 administrative registration state fee. Standard number plates cost EUR 65. The base amount of the annual tax is EUR 50, with the applicable CO₂ and mass components added. Also account for the age-related reduction if it applies to the car; age does not reduce the base amount. For first registration during the year, the tax is calculated proportionately from the day after registration until the end of the year. These amounts and rates are stated as at 4 October 2026. Make the final decision on evidence, not a single price

Confirm the purchase only once you know the car’s condition, will receive the necessary originals, and the customs and transport quotes use the same route. Add a workshop estimate for the repairs identified. If a cost is still unresolved, mark it as such in the budget and identify who will provide the answer. Zero euros should only indicate a confirmed zero cost. The reasons to pause in the checklist help you decide what needs to be resolved before the next payment or transport booking. Is a car of a European make bought in Switzerland exempt from customs duty?

You cannot conclude this from the make or the country of purchase. Preferential customs duty depends on the goods’ origin and valid proof of preferential origin. Have the suitability of the proof for the specific car and the applicable tariff confirmed before paying. If the necessary proof is missing, do not put zero customs duty in the budget simply on the strength of the seller’s promise. Swiss customs guidance on proof of preferential origin

Can I drive through the European Union and clear customs only in Estonia?

Estonia can be the place of customs clearance if proper transit to a designated Estonian customs office is arranged before transport. Switzerland participates in common transit, but the transit procedure must be opened and discharged. It defers tax liabilities rather than removing them. Ask the organiser to explain how the documents proving discharge will be handed over as well. European Commission transit guide

Will VAT be added in Estonia if customs clearance has already been completed in another Member State?

Estonian import VAT is not charged a second time on the same import of a car properly released for free circulation in another Member State. The foreign clearance and tax procedure must be checked; Estonia’s 24% rate cannot automatically be applied there. The seller merely saying “customs cleared” is not documentary evidence. Is importing a car more than six months old exempt from VAT?

Age alone does not provide this exemption. Under the VAT rules for purchases within the European Union, a car is used only if it is more than six months old AND its mileage exceeds 6000 km; exactly 6000 km still means a new vehicle. When importing from Switzerland, however, import tax liabilities must also be addressed for a used car. Do not apply the rule for buying a used car within the EU to an import from Switzerland. Do I have to pay EUR 150 twice when registering in Estonia?

Not for the M1 car described here that is subject to the vehicle-based registration fee. EUR 150 is the base amount of that fee, to which the applicable components are added. No separate general EUR 150 administrative registration state fee is added. Allow EUR 65 for standard number plates, while annual vehicle tax is a separate obligation. Can CarAudit inspect a car in Switzerland before transport?

This must be agreed separately before purchase. Switzerland is not among CarAudit EE’s publicly listed inspection countries. Send the VIN, location and seller’s details via the contact form, and ask about availability, price, scope and timing. An inspection agreement does not automatically mean that customs clearance, transport or registration in Estonia will be arranged. CarAudit’s public service information
