Bringing a car from Luxembourg to Estonia: documents, inspection and costs

You may have bought the car and obtained an export certificate, but still not have made lawful arrangements for its journey from Luxembourg to Estonia.

You may have bought the car and obtained an export certificate, but still not have made lawful arrangements for its journey from Luxembourg to Estonia. After the sale, the car’s existing registration becomes invalid, the seller removes the number plates, and the export certificate itself gives no right to drive. Luxembourg’s official guide to selling a vehicle

This guide helps you, as a private buyer living in Estonia, bring a used M1 passenger car with up to seven seats from Luxembourg: inspect it before paying in advance, obtain the correct originals, choose a transport method and calculate your Estonian costs. Prices and tax rates are stated as at 4 October 2026.

Check the car, seller and documents before paying in advance

Ask the seller for the VIN and copies of both parts of the registration certificate, and ask on whose behalf the car is being sold. Compare the advert, sales documents and service history: the same VIN must appear throughout the documentation. If the seller represents the owner, ask for proof of their authority to sell. Resolve any question about the ownership chain before making a non-refundable payment, rather than after the car reaches Estonia. The Estonian Transport Administration’s recommendation for pre-purchase checks

Then have the car described in the paperwork physically inspected. Start by comparing the VIN on the body with the documents. Next, ask the inspector to compare the service and repair evidence with the car’s visible condition and describe any inconsistencies. Ask them to look for signs of body repairs, the evenness of gaps between body panels, visible corrosion and leaks. Where possible, the inspector should observe a cold start, the behaviour of the drivetrain, the brakes, running gear and warning lights.

A clean history supplied by the seller or a recent roadworthiness inspection does not replace an assessment of the car’s condition before purchase. Historical records describe known events; a roadworthiness inspection and an independent pre-purchase inspection serve different purposes. If a defect requires repair, obtain an estimate for the work before agreeing the price and decide whether the overall cost is acceptable. What to check before buying

The sale ends the existing registration

The Luxembourg seller must notify the vehicle registration authority, SNCA, of the sale within five working days. The sale requires original proof of ownership, such as an invoice or contract, and both parts of the registration certificate. The seller removes the number plates, and the existing registration becomes invalid after the sale. Agree how both the documents and the car will be handed over before paying. Luxembourg’s official guide to selling and deregistering a vehicle

As at 4 October 2026, a new export certificate for a buyer living abroad costs EUR 44.20 including VAT. The EUR 19.80 shown in SNCA’s current tariff applies to a duplicate certificate. Do not use that amount when budgeting for a new certificate, even if you encounter a different price in an older procedural guide. SNCA’s current tariff

An export certificate is not, on its own, permission to drive. Even with a correctly issued certificate, you still need to establish which valid registration and insurance will cover the car’s journey, or who will transport it. Steps required after the sale

Decide how to collect the car before buying a flight ticket

Collecting the car and driving it yourself requires confirmation, before departure, of valid registration and insurance covering the entire planned route. Ask which documents and number plates you will use and on which dates they will be valid. The seller’s assurance that “the plates are still on” does not resolve the situation, because the existing registration becomes invalid after the sale. Having an export certificate does not establish a right to drive to Estonia on the old plates. Luxembourg’s rules on vehicle sales

If you cannot confirm a lawful way to drive the car before buying it, use a carrier or postpone collection. Ask the carrier for a written quote based on the specific collection point, destination and condition of the car. Clarify the handover arrangements, transport insurance and any additional costs. If you drive it yourself, budget for travel to the collection point, fuel and any necessary overnight accommodation, as well as the documents and insurance for the drive. These are two alternative budgets: do not add the full carrier quote and the costs of driving it yourself together as one unavoidable import cost.

Both thresholds matter for VAT

A car bought in Luxembourg is used for VAT purposes only if more than six months have passed since its first use and its mileage exceeds 6,000 km. A car supplied within six months or one that has travelled no more than 6,000 km is new for VAT purposes. A low-mileage car that is several years old may therefore still fall under the rules for new vehicles; exactly 6,000 km does not exceed the threshold. EU VAT rules for new and used cars

A private purchase of a used car within the EU does not automatically attract additional Estonian VAT. When buying from a dealer, check the VAT treatment on the invoice. If you acquire a car that is new for VAT purposes, Estonian VAT must be declared and paid within ten calendar days of its arrival in Estonia, but no later than registration. The applicable Estonian standard rate is 24%, in force since 1 July 2025. EMTA’s guidance for buying abroad; the current VAT rate

There is generally no customs duty when bringing Union goods from Luxembourg to Estonia. However, the place of purchase does not itself establish the goods’ customs status: for a car that has arrived from a third country, establish whether the necessary customs clearance has already been completed. Prepare the originals for registration in Estonia

An imported car must undergo Estonia’s pre-registration conformity inspection. A vehicle put into road use must be registered within five working days of being put into use in Estonia. This deadline does not authorise driving without valid registration or insurance. The Luxembourg seller’s five-working-day notification obligation and Estonia’s registration deadline concern different procedures and run from different events. The Luxembourg seller’s notification obligation The Estonian Transport Administration’s registration guide

Keep the original documents for the entire ownership chain and the used car’s original registration certificate: both parts in Luxembourg’s case. You will also need an identity document and, if acting as a representative, authorisation. If the car’s customs status needs to be proved, the relevant customs documents must also be supplied. Do not assume that photographs sent by the seller will replace originals when completing the formalities. Documents required for registration

A certificate of conformity, or CoC, is required for a new car, but is not a universally mandatory document for every used car. Before buying, ask the Estonian Transport Administration which type-approval evidence and technical data are needed for the specific VIN. This allows you to request missing information from the seller while the car and its documents are still together. Registration requirements

The registration fee and annual tax are separate costs

Estonia has applied both a vehicle-based registration fee and an annual vehicle tax since 1 January 2025. The registration fee must be paid before the car’s first registration in Estonia; EMTA administers the annual tax. Neither is simply a fee for issuing a document. The Estonian Transport Administration’s explanation of the taxes

For an ordinary M1 car with an internal combustion engine and up to seven seats, the registration fee comprises a EUR 150 base component, a CO₂ component and a component based on maximum permitted mass. The age coefficient reduces the relevant additional components, not the base component. For an ordinary M1 car with WLTP data that is not fully electric, the CO₂ component is calculated progressively: grams 1–117 cost EUR 5 each, grams 118–150 cost EUR 10 each, grams 151–200 cost EUR 30 each, and every gram from the 201st costs EUR 50. Maximum permitted mass above 2,000 kg is charged at EUR 2 per kilogram, with the mass component capped at EUR 2,000; the mass threshold for a plug-in hybrid is 2,200 kg. The Traffic Act’s registration fee rules

The NEDC CO₂ figure is adjusted by a factor of 1.21. The coefficient for the additional components of a five-year-old car is 0.48. A fully electric car has a EUR 150 base component; maximum permitted mass above 2,400 kg is charged at EUR 2 per kilogram, with the mass component capped at EUR 2,200. Use maximum permitted mass, not kerb mass. Separate rules apply where the CO₂ figure is missing and to special vehicles; have the amount calculated using the actual vehicle data. The current Traffic Act

Where the imported M1 car is subject to the registration fee, the general EUR 150 administrative state fee for registration is not charged in addition. Standard number plates cost EUR 65. The annual tax is calculated separately: CO₂ and mass components are added to the EUR 50 base component, and the applicable age adjustment is made. The age-related reduction does not apply to the base component. In the first year, tax is calculated for the remainder of the year starting on the day after registration. Confirm the total purchase cost before the final payment

Your budget contains fixed tariff amounts and inputs you need to obtain for the particular car. Get the sale price and invoice terms in writing, choose one transport method and add an estimate for repairs identified during the inspection. If a figure needed to calculate the registration fee is missing, leave the amount unresolved. Do not enter zero against an unknown cost simply to keep the advertised price attractive. Order an inspection before making an irreversible purchase decision

Luxembourg is among the inspection countries listed in CarAudit’s public offer. As at 4 October 2026, a standard pre-purchase inspection costs EUR 289 including VAT and the technician’s travel, and covers up to 270 inspection points. The report is ready within 48 hours after the inspection, excluding weekends and public holidays. This is not a promise to inspect the car within 48 hours of the order. CarAudit’s public offer

The additional battery inspection costs EUR 179. Before ordering, you need to confirm vehicle compatibility, the VIN, location, the seller’s permission for access and the appointment; an unrestricted battery condition test or use of a vehicle lift cannot be promised for every car. Read what we inspect, see the frequently asked questions and send the car’s details through the contact form. Service terms and scope

The inspection helps assess the car’s condition before purchase; it does not include transport, customs clearance or registration, and it does not guarantee the car’s future condition. If the VIN, authority to sell or availability of the original documents remains unclear, stop the purchase. If only the right to drive is unclear, do not set off and arrange transport. Can I drive to Estonia on the seller’s number plates with an export certificate?

No. The Luxembourg seller removes the number plates, and the existing registration becomes invalid after the sale. An export certificate alone does not authorise use on the road. Lawful registration and insurance for the entire route must be confirmed before setting off. If these arrangements cannot be substantiated, have the car brought by a carrier or postpone collection. Why should I budget EUR 44.20 for an export certificate, rather than EUR 19.80?

Under SNCA’s current tariff, a new certificate costs EUR 44.20 including VAT, while a duplicate costs EUR 19.80. These are different procedures. A buyer from abroad who needs their first certificate should budget for the new-certificate price, not the duplicate fee. The amounts here reflect the tariff in force on 4 October 2026; distinguish them in any cost breakdown supplied by the seller as well. SNCA tariff

Does Luxembourg’s five-day deadline start when the car arrives in Estonia?

No. The seller must notify SNCA within five working days of the sale. Estonia has a separate requirement to register a vehicle put into road use within five working days of its being put into use there. One obligation does not postpone the other, and neither deadline authorises driving without valid registration or insurance. Agree separately with the seller how they will fulfil their obligation. The Luxembourg obligation; the Estonian obligation

What should I do if the seller promises to send the second part of the registration certificate later?

Hold back the final payment and have the issue of the missing original resolved. The sale procedure in Luxembourg requires both parts, and Estonia requires both originals where a used car’s registration certificate has two parts. The export certificate cannot be treated as automatically replacing them. Ask for confirmation that the documents are available before the final handover of the car and payment. Is a two-year-old Luxembourg car with exactly 6,000 km on the clock used?

In everyday language, yes, but it is new for VAT purposes: a used car must have travelled more than 6,000 km and more than six months must have passed since its first use. The first condition is not met in this example. Allow for Estonian VAT at 24% and the declaration and payment deadline: ten calendar days after arrival, no later than registration. Does a missing CoC mean a used Luxembourg car cannot be registered in Estonia?

Not automatically. A CoC is required for a new car, but it is not a universal requirement for all used cars. The type-approval evidence and technical data needed must be established for the specific VIN. Before buying, send the available documents to the Estonian Transport Administration for assessment and ask what else is needed. Establish the missing details before making a binding purchase decision. Registration guide

Can I book collection of a Luxembourg car immediately after ordering CarAudit?

First confirm the inspection appointment, the seller’s permission for access and the car’s compatibility. The 48-hour deadline for the report starts after the inspection and excludes weekends and public holidays. Allow time to assess the result before making a binding transport booking. The inspection price does not include vehicle transport, customs clearance or registration in Estonia; these must be arranged separately. CarAudit’s offer
