Bringing a car from France to Estonia: documents, inspection and costs

Bringing a car from France to Estonia starts with checking the sale documents.

Bringing a car from France to Estonia starts with checking the sale documents. This guide is for a private individual living in Estonia who is buying an ordinary M1 passenger car with up to seven seats. Before paying a deposit, establish who can sell the car, what condition it is in and how it will reach Estonia legally. A crossed-out French registration certificate does not in itself authorise driving abroad. It is therefore worth resolving the return journey as part of the purchase decision, rather than after receiving the keys. Official French guidance

Start with the right to sell and three documents

Ask for legible copies of the documents before making a binding agreement. Compare the VIN on the registration certificate, or carte grise, with the car, sale agreement and service records. Check the seller’s right to carry out the transaction; if the seller and the owner named in the document differ, the chain of ownership or authority to act must be documented. Pre-purchase checks

Completing a French sale requires a signed transfer document, a crossed-out and signed registration certificate, and a certificat de situation administrative, or CSA, less than 15 days old, which certifies the car’s administrative status. All relevant owners must provide the required signatures. If a co-owner’s signature is missing, do not accept a promise to obtain it later. French selling guide

If the seller asks for a reservation fee, record before paying which documents and inspection results are conditions for proceeding with the purchase and when the fee will be refunded. Do not assume that the word ‘reservation’ guarantees your money back. If you intend to drive back yourself, include a documented transport arrangement among the conditions for your decision. This allows you to ask the seller for a specific solution if evidence is missing, before you have transferred the full amount.

Also ask for servicing invoices and records of repairs to previous damage. State in the agreement which original documents, keys and extras will be handed over. A copy helps you assess the transaction; the originals required for Estonian registration must ultimately be in your possession. Estonian document requirements

Check the inspection result and deadline separately

The French roadworthiness inspection, or contrôle technique, required when selling a passenger car more than four years old to a private individual must be less than six months old when the new registration is applied for. If a reinspection, or contre-visite, has been prescribed, the specified two-month period must still be valid. Critical defects must be repaired before the car is sold to a private individual. The buyer’s willingness to handle repairs themselves does not replace this requirement. Sale and inspection conditions

Read the whole report: alongside the date, defects and evidence of their repair matter to the purchase decision. If a deadline is close, resolve the issue before paying. Do not treat the French inspection document as a substitute for Estonia’s pre-registration conformity inspection: a separate pre-registration inspection must be completed in Estonia. Establish the right to drive back before paying

A crossed-out carte grise alone is not sufficient for driving abroad. The ordinary temporary registration certificate, certificat provisoire d’immatriculation or CPI, also permits driving only in France. These are not automatic export solutions for an Estonian buyer. Driving abroad, CPI conditions

As at 4 October 2026, the standard validity period of a CPI WW is four months, but the period of validity does not establish entitlement to its issue. The legislation provides narrow cases for exporting a used car: a car previously registered in another EU country or a third country and bought in France from an automotive professional for direct export, and specified cars previously registered in France which have no definitive registration number or have an old FNI number. WW availability cannot generally be promised for an ordinary used car registered in the French SIV system. Current four-month validity period, Article 8 of the registration order

Have the specific car’s eligibility for WW confirmed with documents before paying a deposit. Then check that the registration and insurance are valid and that the temporary registration is recognised in every transit country and in Estonia. A document issued in France does not automatically guarantee that the entire route is permitted. If any part remains unsubstantiated, choose a carrier. Request a quote based on the car’s exact location, dimensions, roadworthiness and handover conditions. Recognition restrictions

France: crossed registration certificate and foreign travel France: CPI and CPI WW Current Article8, registration order, effective1January2026

Then inspect the car on site

Documents help assess identity and the transaction, the roadworthiness inspection serves its own purpose, and an independent pre-purchase inspection examines the actual condition of the car you are buying. Clear registration records or a recent roadworthiness inspection do not guarantee its condition. Transport Administration recommendation

Where possible, ask for the engine to be left cold before the inspection. Have starting, fluid leaks, brakes, tyre condition and uneven wear assessed. For the bodywork, ask for an assessment of panel gaps, differences in the paintwork and signs of previous repairs; arrange access separately for inspecting the underside and load-bearing structures. Compare diagnostic results with warning lights and service records. Any test drive must be lawful and agreed with the seller.

For an electric car, agree before the inspection whether charging can be tested and what battery measurements the vehicle supports. Ask what the battery reading in the report describes and which conditions limited the test. Compare the information with your intended use and avoid a firm conclusion if the necessary measurement was not possible. Suitability for the battery inspection add-on cannot be assumed for every car. Service limitations

Ask for the report to distinguish measured findings, the inspector’s assessments and areas left uninspected because of access limitations. The latter do not amount to a satisfactory result. Before ordering, see what CarAudit checks and compare the offer with the needs of the specific car.

Ordering the inspection and timing the report

France is among the countries where CarAudit supports inspections. According to the public offer on 4 October 2026, the standard inspection costs EUR 289 including VAT and the technician’s travel, and covers up to 270 inspection points. The report is completed within 48 hours after the inspection, excluding weekends and public holidays. This deadline does not run from placing the order. CarAudit offer

The battery inspection add-on costs EUR 179; compatibility must be confirmed for the specific vehicle. Send the VIN, location and seller’s contact details, and agree access and an appointment. The inspection does not include transport, customs clearance or registration, nor does it guarantee freedom from future faults. Clarify the limitations before ordering and see the service FAQs. Prepare the Estonian registration file before departure

Keep the original documents for the full chain of ownership and the used car’s original registration certificate, including both parts if it has two. An identity document is also required, along with proof of authority if a representative is involved; for an import from outside the EU, proof of customs clearance is required. A certificate of conformity, or CoC, is required for a new car, but cannot be treated as an unavoidable requirement for every used car. If type-approval or technical data are missing, ask the Transport Administration for a solution based on the specific VIN. Do this before collecting the car: ask the seller for legible photographs of the type-approval markings and the document pages containing technical data. Do not confirm the final registration fee based on the model name alone. Required documents

A pre-registration conformity inspection must be completed in Estonia. An imported car used on the road must be registered within five working days of being put into use in Estonia. The period does not simply begin on the arrival date, and it does not permit driving in the meantime without valid registration or insurance. Plan the inspection appointment and receipt of the documents alongside transport. Registration procedure

Calculate vehicle-based charges using the correct mass data

The registration fee payable before first registration in Estonia and the annual vehicle tax are separate obligations, in force since 1 January 2025. Distinguishing the charges

As at 4 October 2026, the registration fee for an ordinary M1 includes a base component of EUR 150. For an M1 passenger car that is not fully electric, the WLTP CO₂ component is calculated progressively: grams 1–117 cost EUR 5 each, 118–150 EUR 10 each, 151–200 EUR 30 each and from the 201st gram EUR 50 per gram. The portion of the maximum permitted mass above 2000 kg is charged at EUR 2 per kilogram, with the mass component capped at EUR 2000; the mass threshold for a plug-in hybrid is 2200 kg. Use maximum permitted mass, not kerb mass. Current Traffic Act

The age coefficient affects the components other than the base; the coefficient for a five-year-old car is 0.48. The NEDC figure is multiplied by 1.21. A fully electric car has a base component of EUR 150, with the portion of maximum permitted mass above 2400 kg charged at EUR 2 per kilogram, and the mass component capped at EUR 2200. Separate rules apply where the CO₂ figure is missing and for special cases: confirm the final amount with an official calculation. Calculation rules

The annual tax’s EUR 50 base component is supplemented by the applicable CO₂ and mass components and the effect of age, which does not reduce the base component. When a vehicle is registered in Estonia for the first time during the year, the tax is calculated proportionately for the remaining days, beginning on the day after registration. Annual tax calculation, first year

Check VAT status, not the wording of the advert

For VAT purposes, a car is used only if, at handover, more than six months have passed since it was first put into use AND its mileage exceeds 6000 km. If no more than six months have passed OR the mileage is no more than 6000 km, the car is new for VAT purposes. Exactly 6000 km also meets the condition for a new car. EU thresholds

A private purchase of a used car within the EU does not automatically create an additional Estonian VAT charge; when buying from a business, check the tax treatment on the invoice. Where standard VAT is payable in Estonia, the rate in effect since 1 July 2025 is 24%. An intra-EU acquisition of a car that is new for VAT purposes must be declared and the tax paid within ten calendar days of arrival, and no later than registration. EMTA buying guide, VAT rate

Bringing Union goods from France to Estonia generally does not incur customs duty. However, a seller’s address in France does not establish previous customs clearance or the car’s origin. If the car came from outside the EU, ask for proof of its customs status. Customs and purchase conditions

Include one transport option in the budget

The fixed amounts below are as at 4 October 2026. Complete the variable rows using the car’s documents and written quotes. Choose either the option of driving yourself or using a carrier; do not add the alternatives together. Before paying, the cost of repairing defects found during the inspection, and who will bear it, must also be clear.

Pause the transaction where evidence is missing

The purpose of the checklist is to determine the next action. A missing signature requires the sale document to be corrected, an unsubstantiated entitlement to drive requires a change to the transport plan, and an unassessed technical risk requires further inspection. Do not replace these steps with a larger deposit. Make the final decision after comparing the documents, inspection findings and total cost. Pre-purchase preparation

Do a crossed-out carte grise and sale agreement allow me to drive to Estonia?

No, these alone are not sufficient for driving abroad. An ordinary CPI also permits driving only in France. Before paying, establish a specific lawful registration arrangement, insurance and recognition throughout the route. If the arrangement cannot be substantiated, organise transport. A sale document evidences the transaction, but does not in itself provide the necessary entitlement to drive abroad. Driving abroad, CPI

The seller promises a four-month WW. Is that assurance enough?

No. Four months is the standard validity period of a CPI WW, not proof that this car qualifies. The permitted cases for exporting used cars are restricted in law, including previous foreign registration and purchase from an automotive professional for direct export, or a specified French registration-number status. Ask for evidence of eligibility for this particular VIN. Do not assume automatic WW availability for an ordinary SIV car. Validity period, legal cases

Can a car with a two-month reinspection deadline be sold to a private individual?

The prescribed two-month period for the required reinspection must still be valid. This does not permit critical defects to be passed on to the buyer: they must be repaired before sale to a private individual. Check the precise result in the report and the evidence of repairs. The required inspection for a passenger car more than four years old must be less than six months old when the new registration is applied for. French sale requirements

France: selling a vehicle

Does a car sold in France but previously registered abroad present a customs risk?

Previous foreign registration alone does not establish the presence or absence of a customs debt. Find out whether the car is Union goods and whether any necessary earlier import formalities have been completed. Union goods moving from France to Estonia generally incur no customs duty; a French seller’s address alone is not enough to reach that conclusion. Ask for documents before purchase, especially if the car came from outside the EU. EMTA guidance

Is a one-year-old car with 6000 km on the clock used for VAT purposes?

No. Used status requires both that more than six months have passed since first use and that the mileage exceeds 6000 km. At exactly 6000 km, the car is new for VAT purposes, even if the advert describes it as used. Clarify the invoice and the Estonian tax liability before confirming the price; the applicable standard rate in Estonia is 24%. EU definition, Estonian rate

EMTA: buying a vehicle abroad EMTA: standard VAT rate Your Europe: VAT on buying and selling cars

Do Estonia’s five-day registration period and the VAT deadline start at the same time?

These are different obligations. The five working days for registration are counted from putting the car into use in Estonia; this does not waive the requirement for valid registration or insurance. An intra-EU acquisition of a car that is new for VAT purposes must be declared and the VAT paid within ten calendar days of arrival, but no later than registration. Plan for both separately. Must I add a further EUR 150 administrative state fee alongside the registration fee?

For the imported M1 considered here, on which the vehicle-based registration fee is paid, the separate general EUR 150 administrative state registration fee is not charged. The registration fee’s own EUR 150 base component remains in the calculation. The EUR 65 charge for standard number plates is separate. Do not count the base component twice or treat it as the entire registration fee. Administrative state fee exemption, number plate charge
